Use a mixer to whip up the softened butter until it’s airy and pale. This takes about 3 minutes.

Pour in the condensed milk and beat it for 2 minutes. Scrape the sides, then beat 1 more minute to combine well.

Slowly work the flour and baking powder into the wet mixture. Stir until everything’s smoothly blended.

Scoop dough into little balls using a cookie scoop. Arrange them on a parchment-covered baking sheet, keeping 2 inches between each.

Pop them in the oven at 320°F, and let them bake for 12 minutes.

Allow the cookies to sit on the tray for 5 minutes. Then transfer to a rack to fully cool off. Sprinkle on powdered sugar once they’re cool.
