Allow rolls to thaw for about 2 hours until they are softened but have not risen.

Preheat the oven to 350 degrees Fahrenheit. Grease a 9x13 baking pan with nonstick spray.

Flatten the rolls out and spread them into 3-inch circles.

Place about 1 tablespoon of shredded mozzarella cheese and 1 tablespoon of pepperoni into the center of each piece of dough.

Wrap the dough around the toppings and pinch the dough to seal it shut. Place the rolls seam-side down into the prepared pan.

Stir the melted butter, Italian seasoning, and garlic powder together in a small bowl.
