Preheat your oven to 375°F. Get a 9×13 baking dish and lightly coat it with something nonstick so it's easy to clean later.

In a bowl, combine your ground beef with the onion powder, garlic powder, and some salt and pepper. Knead it with your hands until it's well mixed and make 6 patties out of it.

With a hot skillet, brown the patties on both sides to get a nice sear. Don't fully cook them, though! Move them onto a plate to rest for now.

Using the same skillet, pour in 1 cup of the milk and stir it with the flour until it's smooth. Gradually blend in the rest of the milk, all while whisking, to create a smooth sauce. Season with salt and pepper.

Lay out half your potato slices across the base of your baking dish, then evenly distribute half the onion slices on top of that.

Arrange the browned beef patties so they sit nicely on the first potato and onion layer.

Add the remaining potato and onion slices, spreading them evenly over everything for a second layer.

Drizzle your freshly made gravy all over the dish, making sure it gets down through the layers and coats everything.

Wrap the dish tightly with foil and bake it in the oven for about an hour, letting the potatoes soften and flavors mix together.

Take the dish out, remove the foil, and sprinkle cheddar cheese all over the top layer. Pop it back into the oven, uncovered, and bake for 15 more minutes until the cheese melts and gets golden.
