Heat your oven to 350°F (175°C). Give a 9×13-inch baking dish a quick coating of butter or cooking spray.

On medium heat, brown the minced beef with the chopped onion for around 5-7 minutes. Once it’s no longer pink and the onion's softened, drain the grease.

Add the salt, garlic powder, and black pepper to the beef mixture. Stir it well to blend the flavors.

Put half of the cabbage into the baking dish first, then spread the beef mixture on top. Lay the cooked rice over it, and pour the canned tomatoes evenly across the dish.

Spread the rest of the chopped cabbage on top. Drizzle everything with the beef stock. Cover the dish using foil and bake for 45 minutes.

Take off the foil, sprinkle the cheddar on top, and pop it back into the oven. Bake uncovered for another 10-15 minutes, or until the cheese is gooey and golden.
